For decades, Butuo County in the hinterland of Liangshan Yi Autonomous Prefecture in Sichuan Province was the poster child for extreme poverty in China. Adversities were manifold: geographical remoteness, marginalization, and a double epidemic of drugs and HIV. Economic and social development was also late to arrive in the area. China’s decades-long anti-poverty campaign has made notable achievements nationwide. And while progress in Butuo has been palpable, it’s been slow and difficult.
