Bihar Government claims migrant returnees could pose a threat, CM Nitish Kumar's mockery unveiled?

The migrant returnees were thrashed by the police in Bihar for protesting against inadequate facilities provided by the state government to them. To counter the protests the Katihar police applied lathicharge, stabbing them; and now the Bihar ADG has written to all DMs & SPs that these migrant returnees may pose a threat to the law and order in the state. The letter also states that an influx of migrants may lead to a rise in incidents of crime across the state. Bihar Chief Minister Nitish Kumar claimed to call them homies but what is the actual reality? Are migrant returnees not allowed in Bihar?
