Although Russia is still struggling with the coronavirus pandemic, President Vladimir Putin is pushing ahead with his constitutional changes, which were delayed in April. He has now announced the country is to vote on these reforms on July 1st. A peculiar calendar for reforms, as FRANCE 24’s chief foreign editor Robert Parsons explains.
