The 19th Central Committee of the Communist Party of China (CPC) released a communique stating the country’s overall objectives for state governance after the committee concluded its 4th plenary session in Beijing on Thursday. This meeting stands out in particular because it’s the first time a plenary session focused on improving governance. The communique lists three major goals to that end. First, improvements must be made in all institutions by the time the CPC marks its centenary in 2021. By 2035, the basic steps of modernizing China’s governance system should have been taken, and full realization should be fulfilled as the People’s Republic of China celebrates its centenary in 2049. The communique is being described as a political road map laying the foundation for China’s next 70 years. How can we interpret the timing for the CPC to put “state governance” in a whole new level? Li Yong, a senior fellow at the China Association of International Trade, says it is the right time for China to determine its future path.
